Dr. Karl Pickard
Lead Pastor & Elder
In February 2019, Karl became the Lead Pastor at Capital City Church. He was born and raised in Laramie, WY, and Wyoming has always been his home. Karl became aware of his sinful state before God in 1997 while serving at 2nd Ranger Battalion, and was born-again and baptized in Gillette, WY, in 1998. After 15 years in the electrical industry, Karl enrolled at Shepherds Theological Seminary, where he earned a Master of Divinity focused on theology and a Doctor of Ministry focused on identifying and training elders in the local church. He enjoys Wyoming's outdoor activities, learning, and spending time with his family. Karl married Valerie on March 22, 1998, and they have two sons, Triston and Matthew.
Rex Amend
Associate Pastor & Elder
Rex joined the staff at Capital City Church in 2023, becoming Associate Pastor in 2025. Rex has been a Christian since 2010, and has been married to his beautiful and faithful wife, Sady, since 2012. They have one daughter, Rosa, and are expecting another in November of 2025. Before entering the ministry, Rex earned a bachelor's degree in Music Education from the University of Wyoming, and a Masters degree in Jazz Performance from the University of Southern California. After completing his masters degree in music, Rex taught music as a community college professor and private instructor for 10 years, both in California and in Cheyenne. After living and working in California for nine years, Rex and Sady moved back to their home state of Wyoming in 2022 as they followed the Lord's call to serve Him in ministry and be closer to family. At Capital City Church, Rex oversees the music team and missions program, leads the young adults group with his wife, and serves as a staff pastor. Rex holds a Master's of Theological Studies degree from Gateway Seminary, and is working towards a Master's of Divinity degree from Gateway Seminary with an expected completion of Spring 2026.
Paul Grantz
Elder
Paul was born and raised in Hamilton, Ohio, in a Christian home where his parents consistently showed faith and love for Jesus. In 1966, Paul realized his sinful state and accepted Jesus Christ as his personal Savior and was born-again. After graduating from high school, he enlisted in the United States Air Force and was stationed at F.E. Warren AFB in Cheyenne, WY, where he met his wife, Karen. They were married on November 17th, 1979, and have been blessed with seven children: Logan, Austin, Emily, Andrew, Quinton, Lindsey, and Jill. Paul has served in many areas within the body of Christ, from preaching to teaching primary-age children, teenagers, and adults. Paul loves the outdoors and baseball!
Nathan Winters
Elder
Nathan Winters moved to Cheyenne at the age of 13 when his father became the Pastor of a local church. Nathan's mother and father consistently displayed a Christian witness and raised their family “in the nurture and admonition of the Lord.” Nathan trusted Christ as his Saviour during an evangelistic meeting in Hot Springs, Arkansas, at the age of 9, and was born-again. After graduating from High School in Cheyenne, Nathan graduated from the West Coast Baptist College with a Master of Arts in Christian Education and Shepherds Theological Seminary with a Master of Arts in Biblical Studies. Nathan and his wife Christie have three children: Liberty, Zayden, and Bryzon. Nathan’s passion for history and love for the Bible has led his personal ministry to focus on prayer for our nation to return to the liberty found only in Jesus Christ.
